Background
At the initiative of Germany, the “InsuResilience Global Partnership (IGP)” was launched at COP 23 to strengthen the resilience of developing countries to climate hazards. KfW supports the development of mechanisms to cover risks against natural disasters in order to reduce the financial burden due to natural disasters as well as to coordinate the response to natural disasters. In the West African Economic and Monetary Union (WAEMU), the need to invest in climate protection and adaptation projects is high, given the increasing impact of climate change on the region.
Program Objective
The objective of the program is to finance climate protection and adaptation investments in WAEMU member countries through loans covered against natural disasters (PACAN/SRL). It is envisaged that the loans will be extended via the West African Development Bank (BOAD). The target group is the poor population of the WAEMU member states affected by natural disasters and thus benefiting from investments in climate protection and adaptation as well as emergency aid and reconstruction measures in the event of natural disasters. The intermediaries for the target group are the governments of WAEMU member states, which receive PACAN/SRL through BOAD for climate protection and adaptation investments.
In an initial phase, KfW Development Bank, on behalf of and for the account of the German Federal Ministry of Economic Cooperation and Development (BMZ), plans to provide the BOAD a Financial Cooperation (FC) grant to develop an insurance product / programme as well as to subsidize interest rates and insurance premiums for PACAN/SRL. It is envisaged that additional funds will be made available in a consecutive phase to expand the project.
Requested Services and required expert profiles
Against this background, it is planned to commission an external expert (Consultant) for the (1) product development of a parametric insurance product / programme whose payout is linked to the occurrence of climate events with high negative effects for the affected population, but not to a certain asset class and (2) its implementation by means of an international public tender. The public tender is carried out by KfW on behalf of the BOAD. KfW is supported by a Tender Agent. The contract with the Consultant is signed between the Consultant and the BOAD, represented by KfW.
The Consultant’s services are to be provided by a team of experts and administrative staff, bringing together any international and regional or even national expertise required for the proper execution of the mission during the duration.
The Services requested under this assignment are divided in three phases:
- Phase 1: Identification of pilot partner countries (Pipeline) and preliminary product design
- Phase 2: Product design fine-tuning and structural set up of product design
- Phase 3: Implementation of Product (Option)
The following expert profiles are required:
- Team Leader (international): Expertise in non-life insurance, preferably in (parametric or index-based) climate risk and with experience in developing countries
- International Insurance and Risk Modelling Expertise: Expertise in insurance and risk modelling, preferably in climate risk and with experience in developing countries
- Data Analyst/Research Expertise (National/International): Expertise in data research and analysis, preferably with a focus on climate data and climate change patterns
Effective management and support staff services at headquarters (“backstopping”) must be provided.
All experts must have at least good written and oral command of the French language. A bidder who proposes a team leader who does not have at least a good level of French must be accompanied by a full-time translator at no extra cost.
The duration of the assignment is to be approximately 4-6 months.

ECOWAS Centre for Renewable Energy and Energy Efficiency intends to recruit an individual consultant to provide services as Environmental, Health and Safety Specialist, in the Framework of the Regional Off-Grid Electrification Project (ROGEP).
The aforementioned project is funded by the World Bank and framed in the ECOWAS Program on Access to Sustainable Electricity Services (EPASES), directly contributing to the goals of the ECOWAS Regional Renewable Energy Policy (EREP) with a target to provide universal access to electricity to the region by 2030.
Interested candidates must provide their CV and relevant information indicating that they are qualified to perform the required services and they must meet the following criteria:
- The Consultant shall have at least a Post-graduate degree (Masters required) in relevant discipline including Environment, Social Science, Engineering, or equivalent professional qualification and:
- Minimum of 5 years of relevant work experience in environment and/or social management and assessment directly related to private sector business activities.
- Track record in working with private sector firms across industry sectors to identify environmental and/or Health & safety issues and develop mitigation measures to ensure compliance with good international industry practice.
- Strong analytical skills, ability to think strategically, analyze and synthesize diverse environmentally-related data and information.
- Ability to manage multiple projects simultaneously.
- International experience required; experience in developing countries preferred. Ability to travel frequently to developing countries.
- Sound knowledge of World Bank and/or IFC Environmental and Social policies or Performance Standards on Environmental and Social Sustainability or similar standards would be an advantage.
- Ability to work well with a range of stakeholders, including project-affected peoples, government officials, NGO’s / civil society, as well as project investors and their staff.
- Ability to communicate ideas clearly and confidently, articulate issues and recommend solutions.
- Excellent verbal and written English language skills are essential and French language is highly desirable. Knowledge of other languages will be advantageous.
- Good team player who can work as a member of a multi-disciplinary and multi-cultural team, motivate and lead group efforts and network effectively across boundaries.

- Specific experience in providing transaction advisory services to private sector in the sustainable energy sector (specific experience in standalone solar PV would be an advantage);
- Specific knowledge and experience in structuring and/or providing financing to sustainable energy projects (specific experience in standalone solar PV projects would be an advantage);
- Specific experience with seed funding, matching grants, working capital, debt and equity finance and guarantee funds;
- Specific work experience with or in collaboration with development and commercial finance institutions, commercial banks, micro-finance institutions;
- Work experience in sustainable energy in at least two countries of the focus Area (experience in multiple countries would be an advantage);
- Understanding of the challenges of the private sector in the region related with access to finance.

- The Consultant shall have at least a Master degree in engineering, energy or similar areas with a strong focus on renewables and:
- At least 8 years post qualification experience in Energy/Renewable Energy; ideally with experience in off-grid standalone renewable energy projects in at least one country of the focus Area (experience in multiple countries would be an advantage)
- A track record of providing technical assistance and capacity building to public and private stakeholders, and in improving policy and regulatory framework and business promotion;
- Proven experience in participating in similar donor funded projects (proven experience in working in World Bank projects would be an advantage);
- Other required skills and competencies include:
- Strong planning, organization and time management skills and ability to manage multiple tasks;

Cependant, dans le cadre des procédures de formalisation, de prise de mesures conservatoires ou de réalisation éventuelle desdites sûretés, il apparaît nécessaire de déterminer la valeur marchande des biens affectés en garantie à dire d’Expert. Cette exigence légale conduit la Banque à sélectionner des professionnels Experts en évaluation de sûretés aux fins de l’éclairer dans la prise de décision et de certifier la valeur réelle des biens. Les Experts ainsi sélectionnés seront intégrés dans le fichier des prestataires de la Banque.
C. TÂCHES PRINCIPALES
La mission de l’Expert consistera, sous l’autorité et la supervision du Directeur des Affaires Juridiques, en (i) l’expertise des actifs mobiliers, des fonds de commerce et d’industrie affectés en garantie par la clientèle de la Banque et, (ii) l’assistance et le conseil en matière mobilière et industrielle. Il s’agira notamment de procéder :
- la détermination de la valeur du fonds de commerce (éléments corporels et incorporels), des facteurs de production et des postes clés du bilan ;
- l’estimation de la valeur locative et de l’indemnité d’éviction ;
- l’audit industriel, l’inventaire de l’outillage et du matériel professionnel et les bilans techniques ;
- l’évaluation à date des valeurs mobilières (portefeuilles de titres, créances nanties ou cédées à la Banque) ;
- l’évaluation des stocks.
D. PROFIL DU PROFESSIONNEL EXPERT
Le postulant, ressortissant d’un pays membre de l’UEMOA devra (i) justifier d’un diplôme d’au moins BAC + 5 ans dans un domaine pertinent en rapport avec les attributions susvisées ; (ii) être agréé auprès d’une Cour d’Appel dont dépend le lieu d’exercice de sa profession depuis au moins cinq (5) années et avoir au minimum dix (10) années d’expérience professionnelle dans le domaine de l’évaluation des actifs mobiliers, des fonds de commerce et d’industrie.
Le postulant devra (i) être indépendant, (ii) être rompu aux techniques d’évaluation mobilière ; (iii) avoir une bonne capacité d’analyse de synthèse et de rédaction, (iv) avoir une bonne connaissance des domaines d’intervention de la BOAD ; (v) avoir une bonne maîtrise de l’outil informatique (Excel et Word notamment).
