Call for Expressions of Interest – Recruitment of a Consultant for the Implementation of the Carbon Tax and the Paris Agreement in the DRC

A Call for Expressions of Interest is being launched for the recruitment of consultants to support the implementation of a carbon tax in the Democratic Republic of Congo (DRC) and strengthen readiness for Article 6 of the Paris Agreement, with a specific focus on the Paris Agreement Crediting Mechanism (PACM).

 

The main objective of this project is to assist the Government of the DRC, through the Ministry of Environment and Sustainable Development (MEDD‑NEC), in operationalizing the carbon tax introduced under the 2026 Finance Law, in coordination with relevant national institutions.

The selected consultant will be responsible for:

  • conducting technical analysis and assessments;
  • preparing analytical inputs, consultation materials, and technical presentations;
  • supporting stakeholder engagement activities;
  • identifying capacity gaps and providing strategic recommendations;
  • drafting key deliverables related to climate finance and carbon mechanisms.

 

The assignment will be implemented under the coordination of the West and Central Africa RCC (Regional Collaboration Centre) in collaboration with the Government of the DRC.
