Health and education

In the health and education sectors, the BOAD's main aim is to promote access to quality services for the populations of WAEMU member countries. At 31.07.2023, approvals for the health and education sectors amounted to CFAF 123,606 million (CFAF 20,000 million for health and CFAF 103,606 million for education).

Our approach

  • Amplify financing to fill the infrastructure gap in this field and support the growth and emergence of WAEMU countries.
  • Support projects and programs that are consistent with both government strategies/programs and the BOAD’s DJOLIBA Plan.

Our objectives in the healthcare sector

  • Increasing supply and reducing drug costs

Priorities for action in the healthcare sector :

The West African Development Bank (BOAD) is firmly committed to improving the health conditions and well-being of the populations of the West African region by implementing a series of intervention priorities in the health sector.

Strengthening health systems

As the cornerstone of our action, BOAD supports member states in improving their health infrastructures. We invest in the construction and renovation of healthcare facilities, while supplying essential medical equipment. Our aim is to strengthen the capacity of healthcare systems to provide quality care and meet the needs of the population.

Response to health emergencies

BOAD is committed to developing the capacity to respond to health emergencies in WAEMU countries. We work with governments to put in place effective mechanisms for responding to health crises, in order to protect public health in the event of pandemics, epidemics or other emergencies.

Support for entrepreneurs and healthcare professionals

We provide essential financial resources to support the initiatives of entrepreneurs and private healthcare professionals. We encourage the creation of specialized clinics and innovative healthcare establishments, helping to diversify the healthcare offering and improve accessibility to quality healthcare services.

Encouraging innovation

BOAD believes in the need to stimulate innovation in healthcare services. We support the research and development of innovative solutions to improve healthcare, whether through new medical technologies, more efficient care delivery models or advanced training programs for healthcare professionals.

By collaborating with governments, the private sector and healthcare stakeholders, we aim to create a lasting positive impact and help build a healthier, more resilient region.

  • Increase enrolment rates at all levels, from pre-school to higher education
  • Improving the relevance and quality of the education system
  • Reducing gender inequalities in access to education

Priorities for action in the education sector :

The West African Development Bank (BOAD) considers education to be a fundamental pillar of sustainable development in the West African region. To achieve this objective, the BOAD has established priorities for intervention in the education sector that reflect its commitment to improving access, quality, equity and resilience of education in the region.

Supporting governments in meeting their commitments to universal and equitable access to education for all

BOAD is committed to working closely with WAEMU member states to ensure that every child has equal and equitable access to quality education, in line with international education goals.

Support for initiatives to improve the quality of education

BOAD recognizes that access to education is not enough, and strives to improve the quality of education across the region. This involves training teachers, developing relevant curricula, and integrating innovative educational technologies to enhance learning.

Promoting gender equality in access to education

BOAD pays particular attention to promoting gender equality in the education sector. It works to eliminate gender disparities in access to education, encouraging the participation of girls and women in all levels of education.

Support for the construction of educational infrastructure for vulnerable populations

BOAD invests in the construction and renovation of educational infrastructure, focusing on rural areas and vulnerable populations who often have limited access to quality schools. The aim is to create a favorable learning environment for all.

Developing capacity to respond to social, political and climatic crises

BOAD recognizes the challenges facing the region in terms of social, political and climatic crises, and is committed to strengthening the resilience of the education sector in the face of these challenges. This includes setting up emergency mechanisms to maintain access to education during crises, as well as developing sustainable practices to deal with climate issues.

By implementing these intervention priorities, the BOAD aims to make a significant contribution to improving education in the West African region, thereby fostering sustainable human and economic development.
