CONTRACTING AUTHORITY

The natural or legal person responsible for managing the contract and any changes to it.

In PPP terms, the contracting authority is defined as the state and its branches (the state, local authorities, public establishments, state-owned companies, companies with a majority public shareholding, bodies governed by public law, associations formed by one or more contracting authorities).
