SELF-GOVERNING

A user-pay public-private partnership whereby a contracting authority entrusts an economic operator with the management of a public service, whether or not linked to an existing facility. The contracting authority authorizes the holder to collect payment from users in its name and on its behalf. The contractor’s remuneration, paid by the contracting authority, is substantially linked to operating results and takes into account performance targets.
