PROJECT PRESENTATION
With a view to facilitating access to low-cost housing for as many of Benin’s population as possible, the Government of Benin has launched a program to build 20,000 social and low-cost housing units. The program involves site servicing and the construction of 20,000 housing units in 14 towns across Benin, including 12,690 single-family homes and 7,310 multi-family units.
To facilitate implementation, the 20,000-home social and economic housing program has been divided into two (2) phases, as follows (i) a first phase involving the primary servicing of the Ouèdo site, secondary and tertiary servicing of the program sites and the construction of 11,274 housing units, including 10,849 in Ouèdo, 175 in Porto Novo, 250 in Parakou, and (ii) a second phase to build the remaining 8,726 homes in the country’s other cities.
The 10,849 housing units planned for Ouèdo are divided among sixteen (16) blocks and their financing is entrusted to various financial backers and private partners, as follows: i) 3,035 housing units at BOAD ; ii) 2,145 IDB housing units; iii) 3,101 housing units in Ouèdo, 250 units in Porto Novo and 500 units in Parakou for the CNSS; iv) 904 homes with BADEA and 1,666 homes under appraisal with the Abu Dhabi fund.
Under the first phase of the program at the Ouèdo site, BOAD’s support resulted in the signature of seven credit agreements for a total of FCFA 100 billion:
60 billion for the construction of 3,035 housing units in Ouèdo, including secondary and tertiary servicing of the housing blocks.
40 billion FCFA already mobilized for the primary servicing of the Ouèdo site.

PROJECT COST
The total cost of the project (primary, secondary and tertiary services and construction of social housing) on the Ouèdo site is estimated at 385 billion F CFA.
PROJECT DEVELOPMENT IMPACT :
The main development results expected during the implementation and operation of all the structures to be installed are :
In terms of contribution to improving living conditions and reducing poverty:
- the construction of 10,849 housing units by 2023;
- development of 235 hectares of housing ;
- effective access to housing for some 13,000 Beninese;
- the construction of 4,900 linear metres of road network;
- the construction of 16,270 linear metres of stormwater drainage channels;
- construction of a 500 m3 water tower,
- construction of a 1,000 m3 reservoir;
- 18,000 linear meters of water supply network;
- the laying of 20,500 linear meters of optical cable.
Job creation:
- the creation of around 288 indirect and induced jobs;
contribute to the creation of around 500 direct jobs during project implementation.
Wealth creation:
- at least 3,500 M F CFA of indirect and induced added value is generated per year;
- an average of at least 137 M F CFA in indirect and induced tax revenues per year.
